Whereas, by satisfactory evidence presented to the under signed, it has been made to appear that Tbe Citisens National Bank of Gastonia, located in tbe town of Gastonia, in tbe county of Gaston and State of North Carolina, has complied with all the provisions of the Statutes of the United States, required to be com plied with before en association shall be authorized to commence tbe business of Banking; Now therefore 1, Thomas P. An act to Authorize the Board of Commissioners of Gaston County to lasne Bonds la the Sum of Three Hundred Thousand Dollars to Balld, Mac* adaraize and Improve the Public Roads of Said County. That for the pur pose of building, grading, mac adamizing and otherwise im proving the public roads of Gas ton County, the board of com miasionera of said County is hereby authorized, impowered and directed to iasoe bonds of the county to an amount not ex ceeding Three Hundred Thou sand Dollars($300,000,) in de nominations not exceeding one thousand dollars ($1,000) bear ing interest from the date there of, and not exceeding the rate of four per centum per annum, with interest coupons attached, paya ble semi-annually, at such time and placet as may be directed by said board of county commis sioners; such bonds to be of such form and tenor, and trans ferable in such way, and tha principal tbereoi payable at such time or times, not exceeding thirty years from the date there of, and at such, place or places as the said Board of County Commissioners may determine: Provided, that none of the bonds authorized by this act shall be disposed of either by tale, ex change, hypothecation or other wise for a less price than their face value. Sec. 10. For the purpose of as certaining the wishes of the voter of Gaston amity upon the ques tion of issuing such bonds and im proving tbe roads ax provided for in this act. an election shall be held at all the voting precincts in Mid county of Gaston on the first Toesday in May in the year ooe thousand nine han dred and five (1905.) it be ing the second day of tbe said month of May. At said elec tion an voters in Gaston County, qualified to vote at said elec tion may vote a written or print ed ticket. Those who favor the purposes of this act shall vote s ticket with the words "For Road Improvements' written or prist ec thereon, and those who op Ppse tbe purposes of this act shalt vote a ticket with the words "Against Road Improve ments." written or printed there on. And if a majority of the voters of Gaston County quali fied to vote at said-eleet inn .kail vote "For Road Improve ments," then the bonds provid ed for in this act shall be iwuri and sold according to. the pro visions herein contained. The said election shall be hgld in the manner provided by law for the election of members of the Gen eral Assembly, except as is otherwise or differently proyid* ed in this net. There shall be a new registration of Mid voters of said county for said election, and the registration books for said new registration shall be opened from the first day of April, one th on sand nine hun dred and five, (1905,) at twelve o'clock noon, and shall be closed on the 29th. day of April, one thousand. nine hundred and five (1905,) at sanset. The registrars and judges of elec tiou of each precinct shall meet at their respective precincts oa Saturday the 29th day of April, one thousand nine hundred and five, (1906) at nine o’clock a. m., and shall bear say com* plaint for refusing of registra tion and also all challenges which may be made against any per son admitted to registration. But no name shall be erased from the registration list with out notice to said person and a hearing, and said bearing may be had on ttid date or at any day after the registration books shall have closed, to aod in cluding the day of election. The registrars and judges of election shsll be appointed by »"*-• *. aocn bonds and cou pons shall be numbered and shall be signed by the Chairman of said Board of Commissioners and countersigned and attested by the Treasurer of said County and shall bear the corporate seal of said County. sac. 3. A record shall be kept by tbe said Board of Commis sioners in a separate book for that purpose of all bonds sold, and to whom, the amount and date of sale, and the issuing of each bond and its number. sr.c. 4. In order to pay the in terest on said bonds, create a sinking food for taking np ask) bonds at maturity, and support ing the ebaingsne or convict force, and establishing, altering, and maintaining tbe public road and highways of said County in good condition, the Board of Commissioners for the County of Oaatou, or other authorities vested with levying taxes for said County, shall annually com pute and levy at the time of lev* ying other cojnty taxes a suffi cient special tax on all polls, all real estate and personal property and all other subjects of taxation, which said Commissioners or oiner auinormes now or nereat ter mav be allowed to. levy taxes upon lor any purpose whatever, always observing the constitu tional equation between the tax on property and the tax on polls: Provided, then shall not be at any time levied in the county of Gaston lor the purpose ol road improvement and including all expenditures made necessary by thia'act, a tax greater than twen ty fiv* 125) cents upon the bnn doft*” of property, and sev enty (75) cents on each poll. See. 5. That said taxes, when collected, shall be kept separate end span from all other taxes and snail be used only for tba purposes for which It waa col lected. Sue. 6. That it shall he the duty of the Board of Commis sioners for the County of Gaston to annually invest any sad all moneys arising from the special tax for sinking fund in the pur chase of any of said bonds at a P'*e deemed advantageous to Mid County by said Board of -Commissioners, and to be agreed upon between them and the owners there*.
